2016 is expected to be a promising year for agriculture, forestry and fishery export due to the increase in market demand, huge opportunity on tax incentives and increased competitiveness from recent free trade agreements.
New planning techniques
Agricultural products that possibly have potential increase in export in 2016 include cashews, pepper, wood, cassava and vegetables.
Accordingly, key markets to export agricultural products and seafood are USA, European, ASEAN, Russia, Eastern Europe countries, China and Africa.
Among key export markets, US market is forecasted to be the most optimistic with upward trend in demand and expected to have steady demand for Vietnam goods. This information has been released at the “Promoting Vietnam agricultural products trade” talk between Ministry of Agriculture and Rural Development (MARD) and Ministry of Industry and Trade (MOIT) held on 18th February in Hanoi.
Mr. Le Van Banh – Head of Agro-Forestry, Seafood Processing and Salt Industry said US market is not too fastidious and the requirements on food safety and quality is still not very strict. Furthermore, in upcoming period, Vietnam could take advantages of TPP.
According to Mr. Banh, over the past few years, wood and wooden products, seafood contribute a remarkable share of the total export turnover of Vietnam to USA. In addition, US market is the leading importer of other Vietnam agricultural commodities such as cashew, pepper, coffee and sedge, bamboo, rattan products. This market also consumes a large amount of rubber, tea and vegetables.
On one hand, the attractiveness of US market also implies a fierce competition in exporting, especially major competitors of Vietnam like China, Thailand and Indonesia – countries that has similar export commodities to Vietnam.
On the other hand, technical and trade barriers create difficulty for Vietnam enterprises. For example, anti-dumping tax for pangasius becomes high, requirements from inspection program on pangasius according to Farmbill 2014 take effects since March, 2016.
Therefore, in 2016, MARD plans to organize negotiation activities to remove difficulties on pangasius and enhance networking among enterprises. As planned, in the second quarter of 2016, MARD will expand export market for tea products in USA.
Besides, free trade agreements with EU has accomplished and opens up new opportunities for Vietnam agriculture when 90% of goods in this market enjoys 0% tax rate.
In order to actively adapt to the fluctuation of international economy, ensure the effective integration, be ready to respond to trading issues, Mr Tran Thanh Nam - Deputy Head of MARD proposed Vietnam trading representative offices in foreign countries to strengthen coordination and ensure timely resolution for technical barriers, trading issues of agriculture, forestry and fishery.
Mr. Nam also expresses his desire to strengthen the coordination between MARD and MOIT in promoting Vietnam’s agriculture, forestry and fishery to international market, maintaining and developing potential markets such as Middle East countries (UAE, Saudi Arabia, Iran), African countries, traditional markets such as ASEAN, EU. At the same time, it is necessary to find and diversify new export markets.

Pepper shipments from Vietnam, the world’s biggest producer, will likely rise 13 percent this year, pushing down export prices, according to the chairman of the nation’s industry group. Exports will climb to 150,000 metric tons from about 133,000 tons in 2015, Do Ha Nam, the chairman of the Vietnam Pepper Association, said in an interview. While production will also rise - by 10 percent to about 140,000 tons - he said output from the likes of India, Indonesia and Malaysia will probably decline because of the impact of El Nino, limiting the effect on global supply.
HA NOI (VNS)— Spain will initiate special measures to control black pepper imports to this country after a warning about high residue of carbendazim fungicide found in some batches of Vietnamese pepper. The warning was issued by the European Commission (EC), according to the Viet Nam's Trade Office in Spain. The office said the EC issued the warning after authorities in Malta detected high carbendazim residue in Phuc Sinh Joint Stock Company's batches of black pepper imported to the country.
HA NOI (VNS) — Vietnamese exporters should restructure their production to improve profit and enjoy preferential of the Trans-Pacific Partnership Agreement (TPP), Tran Tuan Anh, deputy minister of Industry and Trade said. Anh said agro-forestry and fishery sector has strengthened and has been one of Viet Nam's key export products.
Le Van Banh, head of the Department of Processing and Trading Agricultural, Forestry, Aquatic Products and Salt under the Ministry of Agriculture and Rural Development, told the seminar that this year was forecast to be a promising year for the export of agro-forestry-aquaculture products due to increasing demands in the global market, and because Vietnamese businesses would have the opportunity to enjoy tax incentives from free trade agreements signed between the country and its partners.
The Ho Chi Minh City Investment and Trade Promotion Center (ITPC) has recently organized a meeting to exchange information with businesses on Burmese market and introduced HCMC Expo 2016 as well as a market survey program in Yangon and Mandalay.
