PRODUCTION AND BUSINESS REPORT: STATUS OF THE PLAN IMPLEMENTATION IN SEPTEMBER , 2021 AND 9 MONTHS

In the first nine months of 2021, the weather is relatively favorable for agricultural, forestry, and fishery production, but due to many localities having to follow Directives 15 and 16 for a long time to prevent and control the Covid-19 epidemic, it has affected to production and supply chain of agricultural products. However, with the efforts of the whole industry right from the first months of the year, the Agriculture industry still achieved good growth; productivity and output of many key products increased, affirming its role as the key to the economy, ensuring an adequate supply of food, foodstuffs, and essential goods, contributing to the overall growth of the country's economy.

THE SITUATION OF IMPLEMENTATION OF THE PLAN IN SEPTEMBER, 2021 AND 9 MONTHS ( CULTIVATION, ANIMAL HUSBANDRY)

In the first nine months of 2021, the weather is relatively favorable for agricultural, forestry, and fishery production, but due to many localities having to follow Directives 15 and 16 for a long time to prevent and control the Covid-19 epidemic, it has affected to production and supply chain of agricultural products. However, with the efforts of the whole industry right from the first months of the year, the Agriculture industry still achieved good growth; productivity and output of many key products increased, affirming its role as the key of the economy, ensuring an adequate supply of food, and essential goods, contributing to the overall growth of the whole economy.
According to the General Statistics Office, the added value (VA) of the industry in the third quarter increased by 1.04% compared to the third quarter of 2020; in which, agriculture (cultivation, livestock) increased by 2.83%, forestry by 2.15%, fisheries decreased by 4.89%. Accumulating 9 months, the industry's VA growth rate reached 2.74% (agriculture increased by 3.32%, forestry increased by 3.30%, fisheries increased by 0.66%) and contributed 23.52% to the overall growth rate of the whole economy (+1.42%).

Some specific results are as follows

Results of the production

a. Cultivation
In September, the whole country focuses on caring for and harvesting summer-autumn rice; guide and direct the localities to step up the planting area of Summer and Autumn-Winter rice; ensure the planting and harvesting of rice and crops in the best time frame. Generally, for 9 months, crop production remained stable, the yield of all 3 rice crops increased, especially in Winter-Spring crop; achieved the above results by regularly updating the situation of growth, development, harvesting, effects of weather, diseases on crops and Covid-19 epidemic on production to have timely solutions to direct production;
The production value (GTSX) of the cropping sector in the third quarter increased by 3.3% compared to the third quarter of 2020, which is the field with the highest growth rate; for 9 months, GTSX increased by 2.9% over the same period last year.

Specifically: 

*Rice: As of mid-September, the whole country cultivated 7.13 million hectares, down 5.7 thousand hectares over the same period mainly due to the initiative in converting to economically efficient crops and aquaculture has a higher economic efficiency or reduce sowing to avoid damage due to drought and salinity; converting to non-agricultural land to serve the process of urbanization,... Of which, the Northern provinces have cultivated 2.3 million ha, down 0.8%; the southern province has cultivated 4.83 million ha, up 0.3%. The harvested area is about 5.3 million hectares, the output is about 33.5 million tons of rice.

*Winter-Spring rice: Cultivated area reached over 3.0 million ha, down 0.6% over the same period last year, the average yield reached 68.6 quintals/ha, up 2.2 quintal/ha, output reached 20.6 million tons, an increase of 755.1 thousand tons, exceeding the set target.

*Summer-autumn rice: Cultivated area reached 1.95 million hectares, increased by 1.5%  last year, harvested over 1.6 million hectares, increased 1.5% last year; productivity reached 56.5 quintals/ha, an increase of 1.2 quintals/ha; the total output of the crop is estimated at 11.03 million tons, up 282.7 thousand tons. Particularly in the Mekong River Delta, cultivation reached 1,509 thousand hectares, down 15.1 thousand hectares; yield is estimated at 56.6 quintals/ha, an increase of 1 quintal/ha; output is estimated at 8.55 million tons, up 76.7 thousand tons compared to the previous crop.

*Seasonal Rice: The whole country has sown nearly 1.6 million hectares of Summer rice, down 0.2% compared to the previous year. Localities in the North cultivated 1.04 million hectares, down 10.7 thousand hectares, localities in the South cultivated 536.5 thousand hectares, up 1.4% over the same period. Estimated crop this year, the cultivated area will reach 1,612.5 thousand hectares, down 1.6%.

*Autumn-Winter rice: The Mekong Delta localities have sown 599.7 thousand hectares, up 0.6% over the same period. Up to now, Autumn-Winter rice is mainly at the stage of flowering and starting to harvest, pests and diseases are insignificant. The estimated planting area for the autumn-winter rice crop is 988.7 thousand hectares, down 18.3 thousand hectares compared to the previous year.

*Other annual crops: As of September 15, the whole country has planted 876.3 thousand hectares of maize, down 1.6% compared to last year; 90 thousand hectares of sweet potatoes, down 10.8%; 171.3 thousand hectares of peanuts, down 1.8%; 37.2 thousand hectares of soybeans, down 9.1%; 997.2 thousand hectares of vegetables and legumes, up 0.5%. The results of vegetable production were worse than the same period last year due to unfavorable weather; The implementation of social distancing affects the progress of planting and harvesting.

*Perennial crops: Most perennial crops have increased in both area and output compared to the first nine months of 2020, specifically: The total planted area of perennials is estimated at 3,642.4 thousand hectares, up 1.3% compared with the same period. The group of fruit trees reached 1,154.1 thousand hectares, up 3.6%; a group of fruit trees containing oil reached 185.0 thousand ha, up 2.7%; industrial plants reached 2,192.2 thousand hectares, down 0.1%; a group of spices and medicinal plants reached 53.7 thousand ha, up 6.5%.
The output of the main fruit trees increased compared to the last year, such as Mango was estimated at 801.1 thousand tons, up 6.7%; dragon fruit reached 1,030.5 thousand tons, up 1.7%; oranges reached 689.7 thousand tons, up 3.8%; pomelo reached 511.3 thousand tons, up 6.1%; bananas reached 1,779.2 thousand tons, up 2.6%; longan reached 544.4 thousand tons, up 7.8%.
The output of some key industrial crops increased such as It is estimated to reach 365.2 thousand tons, up 5.1%; pepper reached 275.6 thousand tons, up 2.3%; rubber reached 822.8 thousand tons, up 2.6%; bud tea reached 865.2 thousand tons, up 1.8%.

b. Animal Husbandry

Although many localities have had to apply distance for a long time, the disease in cattle and poultry has been basically controlled, but African swine fever and skin rash still have many potential risks to outbreak. The production value of livestock in the third quarter increased by 1.5% compared to the third quarter of 2020; accumulated for 9 months, production value increased by 4.2%. The output of live meat of all kinds in the third quarter was estimated at 1.7 million tons, equivalent to last year, about 4.9 million tons in 9 months, up 4.53% over the same period.

Specifically:

*The buffalo breeding: decreased by about 3.7% over the same period in 2020, the output of buffalo meat was estimated at 86.6 thousand tons, down 0.4% (estimated at 25.6 thousand tons in the third quarter, down 1.3%). The herd of cows increased by 1.1%; live meat production reached 332.4 thousand tons, up 2.4% (in the third quarter it was estimated at 101.4 thousand tons, down 1.6%); fresh cow's milk production in 9 months was estimated at 856.6 thousand tons, up 11.0% (estimated in the third quarter was 295.5 thousand tons, up 10.5%) over the same period in 2020.

*The pig breeding: is gradually recovering, but the livestock industry is facing many difficulties when the price of animal feed has continuously increased from the end of 2020 until now, but the price of live pork has decreased continuously since the end of April 2021 due to consumer's demand reduced. Total pig herd increased by about 3.8% over the same period in 2020; The output of live pig meat for slaughter was estimated at 3,060.9 thousand tons, up 5.0% (estimated in the third quarter reached 1058.7 thousand tons, down by 0.3%).

*Poultry continued to grow, but due to reduced market demand, the poultry backlog was high. Poultry flocks increased by 1.0%, production of live-weight poultry meat was estimated at 1,402.7 thousand tons, up 4.3% (estimated at 470.5 thousand tons in the third quarter, up 1.0%); egg production was estimated at 12.8 billion eggs, up 4.3% (estimated at 4.4 billion eggs in the third quarter, up 2.8%).
As of September 25, the whole country has no blue ear disease and foot-and-mouth disease; there were 02 outbreaks of avian influenza A/H5N8 in Lang Son; There were 427 outbreaks of African swine fever in 136 districts of 31 provinces and cities and 755 outbreaks of Eczema in 157 districts of 33 provinces and cities in less than 21 days.
