Extension of 6 months for expired agricultural licenses

According to Resolution No.165/NQ-CP on removing problems related to licensing, certificates, and quality control in agriculture and rural development have to implement regulations on prevention and control of the Covid-19 epidemic issued on December 30.

The Government has agreed to allow the application of online assessment in cases where production and business establishments, conformity assessment organizations, and licensing agencies meet the requirements of actual technical (computer, internet connection, software application, recorder, video recorder...).

The government also allows an extension of the license period of 6 months (for a term license) and a maximum suspension of 6 months of periodic surveillance assessments. The Government also agreed to grant temporary permits for up to 6 months, check import quality based on reviewing complete and valid dossiers without having to conduct a direct on-site assessment.

Production, business and conformity assessment organizations are responsible before law for the accuracy of the information, documents, images, and records provided to the licensing agency.

The direct on-site assessment will be carried out after localities control the epidemic according to regulations on the Covid-19 prevention and control. Immediately revoke the license if the organization or individual violates the law, and handle the violation under the law.

The Government requested that based on the actual conditions and management characteristics of each field, the Ministry of Agriculture and Rural Development shall guide the above measures to ensure that the production and business activities are not interrupted, and also ensure the state management; To coordinate with relevant ministries and branches in inspecting, examining, detecting, and promptly handling violations, ensuring the state management's effectiveness.

This Resolution takes effect from December 30, 2021, and will be implemented until December 31, 2022.
