On June 13, 2022, the European Commission (EU) announced, removing all kinds of vermicelli, vermicelli and pho originating from Vietnam from the list of regulations requiring additional food safety certificates. according to Appendix 2 to Regulation No. (EU) 2021/2246.
The new regulation on measures to control food exports to the EU will come into force from July 3, 2022. After this time limit, shipments of vermicelli, vermicelli and pho exported to the EU do not need to supplement with a certificate of food safety issued by the Ministry of Industry and Trade.
Loosening regulations for vermicelli, vermicelli and pho, but the EU continues to maintain the requirement for an additional certificate of food safety for shipments of instant noodles and dragon fruit originating from Vietnam.
The reason given by the EU is that instant noodles contain spices and some other ingredients and additives; At the same time, dragon fruit is still at risk of food insecurity. One of the references from the EU, is that there has not been much progress in the frequency of shipments being warned.
According to the EU's guidance, before exporting instant noodles and dragon fruit, the competent state management agency of Vietnam must inspect the production process and take samples for testing. This is the basis for issuing the Food Safety Certificate.
As Vietnam's focal point for the implementation of the SPS Chapter of the Free Trade Agreement between Vietnam and the European Union (EVFTA), from January 2022, the Vietnam SPS Office has proposed a number of methods The project aims to promote the settlement of obstacles in the export and import of agricultural products and ensure the safety of agricultural products between the two sides.
Specifically, the SPS Vietnam Office responded to the EU's new regulation on temporarily increasing the frequency of food safety checks for dragon fruit, increasing the frequency of testing spices, okra and chili. ; and required additional certification with Ethylene oxide criteria in ready-to-eat foods.
At the same time, SPS Vietnam commits to update the progress of implementing the SPS commitments of the EVFTA Agreement; update the list of Vietnamese agricultural product exporters allowed to export to the EU and vice versa.
At the beginning of May 2022, SPS Vietnam Office in collaboration with the Plant Protection Department, representatives of the Ministry of Industry and Trade and related units met with the Delegation of the European Union to Vietnam and technical units to discuss solutions to solve problems related to the reduction of inspection frequency of dragon fruit and instant noodles in Vietnam.
Mr. Ngo Xuan Nam, Deputy Director of SPS Vietnam Office shared: "We recognize the cooperation of the EU side over the past time, especially the SPS Sub-Committee meetings of the EVFTA Joint Committee. I look forward to agreeing on a solution and progress for the EU to reduce the frequency of inspection of Vietnamese agricultural products and food, especially dragon fruit and ready-to-eat food."
To achieve the goal of reducing the frequency of inspection of ready-to-eat foods and dragon fruit, SPS Vietnam Office calls on Vietnamese enterprises to strictly comply with registration and certification from competent authorities; and closely monitor residue levels in exported products.
