Viet Nam Sanitary and Phytosanitary Notification Authority and Enquiry Point ('Vietnam SPS'), as of 5 pm on December 24, the General Administration of Customs of China has approved 31,988 product codes for foreign enterprises to export to China, including 1,045 product codes for Vietnamese enterprises.
Closer to January 1, 2022 - the time when China applies Decree 248 on the "Regulations on the Registration and Administration of Overseas Producers of Imported Food" and Decree 249 on the "Administrative Measures on Import and Export Food Safety", code granting for products is faster and faster.
Previously, at 11 a.m, the General Administration of Customs of China approved 20,172 product codes for foreign businesses to import agricultural and food products into China, of which: the United States: 2200, Japan: 987, and Australia: 564, Korea: 588, Canada: 482, Malaysia: 372, Thailand: 483, Vietnam: 320, India: 279, Indonesia: 270, Philippines: 70 and others.
The General Administration of Customs of China said that each product exported to this country is given a code. Thus, a business can be assigned multiple product codes.
On December 18, the Vietnamese Embassy in China sent Official Letter TCO CD 1197, notifying that the General Administration of Customs of China had granted a login account on the Internet. An international trade one-stop system for Vietnamese ministries and branches to serve the registration of food production enterprises.
Website login account at: https://cifer.singlewindow.cn. This is a data warehouse, serving the registration of food production enterprises with the Chinese Customs.
To help businesses promptly complete procedures and meet new regulations of Decrees 248 and 249, Vietnam SPS has sent documents instructing relevant agencies to do two things: Firstly, change passwords and manage accounts to log into China's International Trade Single Window. Secondly, notify and update the website of Vietnam's competent authorities.
Less than a week is left for Decrees 248 and 249 to take effect. Therefore, Vietnam SPS recommends that exporters pay attention to the update from the General Administration of Customs of China.
For businesses that have not yet submitted registration documents with the competent authority to export food products to China, Vietnam SPS recommends continuing to complete the procedures with the competent authorities or on the system including the website: http://cifer.singlewindow.cn/ or China One Window International Trade Portal http://singlewindow.cn/.
From January 1, 2022, registered foreign enterprises producing food imported into China will have to print a code number (the product packaging inside and outside) approved by the General Administration of Customs of China issue or code issued by Vietnam's competent authorities. Foreign enterprises, including Vietnam, who want to export to the Chinese market, are required to comply with new regulations.
During the past time, Vietnam SPS has organized many conferences, seminars, and forums to disseminate Decrees 248 and 249, as well as regulations of free trade agreements such as EVFTA, RCEP... to businesses.
