Clearly forming corridors and economic zones
At the Workshop to consult experts and scientists on the National Master Plan for the period of 2021-2030, with a vision to 2050, Mr. Tran Hong Quang, Director of the Institute of Development Strategy (Ministry of Planning and Investment) is the first time that Vietnam has a national master plan.
"The goal of the national master plan for the 2021-2030 period is to form economic corridors, dynamic zones, economic zones and a national infrastructure framework. By 2030, Vietnam strives to become a developing country with modern industry, high middle income, "said Mr. Quang.
Presenting the detailed planning, Mr. Tran Hong Quang mentioned there are 2 main economic corridors. In which, the North-South corridor includes the eastern region, associated with the North-South expressway in the East and National Highway 1A from Lang Son to Ca Mau; and the western region, associated with the Ho Chi Minh road and the North-South Expressway to the west.
The East-West Corridor gives priority to participating in international economic corridors in the region such as Lao Cai - Hanoi - Hai Phong, Lao Bao - Dong Ha - Da Nang, Moc Bai - Ho Chi Minh City - Vung Tau.
Regarding dynamic regions, local priority is given to international airports and international seaports, which have scientific and technological potentials and high-quality human resources. On that basis, the selected areas are triangle Hanoi - Hai Phong - Quang Ninh, quadrilateral Ho Chi Minh City - Binh Duong - Dong Nai - Ba Ria Vung Tau, coastal area of Da Nang - Quang Nam - Quang Ngai and the Can Tho - An Giang - Kien Giang triangle.
In addition to clearly forming a number of dynamic zones and key economic corridors, Director Quang also focused on the formation of a number of national and regional urban centers that achieve targets equivalent to the national level. average of cities in the group of 4 leading countries in ASEAN; keep the forest cover rate stable, and increase the area of conservation areas.
Regarding some forecasts for 2030, Mr. Quang said: The population size is about 105 million people. The average GDP growth rate will reach about 7% in the period 2021-2030. GDP per capita at current prices reached 7,500 USD. The urban population is about 50%. The whole country has about 5,000 km of highways. Areas of marine and coastal conservation zones reach 3-5% of the natural area of the national sea; nature reserve reaches 3 million ha.
Agricultural planning according to interregional space
One of the issues emphasized by Mr. Tran Hong Quang in the national master plan is the orientation and organization of space for the development of sectors and fields.
Regarding industry, the plan is to associate industrial space with priority economic corridors, in which the focus is on the formation of industrial clusters; at the same time, distribute industrial zones concentrated in the interior, and midland regions, expand industrial clusters in rural areas.
Regarding agriculture, the planning for agricultural development is based on inter-local and inter-regional space with the same commodity, forming a modern and large-scale agro-industrial complex in a number of key agricultural regions.
In addition, the area of rice cultivation land is managed stably at about 3.4-3.5 million ha, concentrated and large-scale commodity production areas need to be formed soon; manage and use the rice land fund more flexibly, maintain the multi-crop agricultural production areas when necessary, to be able to return to rice production in a convenient way.
Regarding tourism, the national master plan orients 6 dynamic areas and prioritizes investment in developing 7 national tourist areas: Sa Pa (Lao Cai); Ha Long - Bai Tu Long - Van Don (Quang Ninh); Trang An (Ninh Binh); Phong Nha - Ke Bang (Quang Binh); Hoi An - Cu Lao Cham (Quang Nam); North Van Phong (Khanh Hoa) and Phu Quoc (Kien Giang).
In terms of infrastructure, the master plan aims to make Long Thanh international airport the largest airport in the region; organize the airspace for 6 new airports and airports, including Na San (Son La), Sa Pa (Lao Cai), Quang Tri, Phan Thiet (Binh Thuan), Long Thanh (Dong Nai) and Lai Chau.

Concluding the seminar, Deputy Minister of Planning and Investment Tran Quoc Phuong shared: "The national master plan is the first plan implemented in our country in accordance with the provisions of the 2017 Planning Law. This is a very new and unprecedented task. We look forward to hearing more opinions from representatives of the Party Central Committee Office, the Central Economic Commission, the Committees of the National Assembly, the Office of the National Assembly and other stakeholders. related units".
According to Deputy Minister Phuong, the national master plan is strategic, general and highly general, and covers many sectors and fields according to the Law on Planning. Therefore, the construction process requires the participation of many industries and fields.
In order to ensure the progress of the draft, the leaders of the Ministry of Planning and Investment requested the Development Strategy Institute and the Drafting Board to carefully prepare documents and documents, in which to develop various reports such as a summary report, explanatory report to submit to relevant levels, departments and branches. In August 2022, Deputy Minister Phuong aims to complete the draft and submit it to the Appraisal Council.
"This is the highest plan, so it needs to be directional and suggestive for lower-level plans based on adjustments. In addition, the national master plan needs to update new developments in the international situation. , in the country", Mr. Phuong emphasized.
Previously, at the National Consultation Conference on the orientation of the national master plan for the 2021-2030 period on March 2, Minister of Planning and Investment Nguyen Chi Dung stated his views on the direction of the country as a unified whole, not divided, bound by administrative boundaries. Resources are mobilized and used most effectively for the common interests of the country.
Minister Dung also pointed out six key points about the national master plan for the period 2021-2030. Firstly, promote linkages between regions and localities to expand development space. Second, concentrate resources to form a number of dynamic zones, economic corridors and growth poles in potential regions.
Third, develop towards sustainability; economical and efficient use of resources; enhance biodiversity; proactively prevent and combat natural disasters and adapt to climate change. Fourth, the infrastructure is synchronous and modern, creating a spatial organizational framework for the development of regions, economic corridors, and growth poles in the long term.
Fifth, build a green and smart urban network; strengthen urban and rural connectivity. Sixth, linking the inland area with marine space, socio-economic development of border strips in association with sovereignty protection and defense and security assurance.
