According to the Deputy Prime Minister, in the past 30 years of implementing the Party's Doi Moi policy, the agriculture sector has made many breakthroughs for development and has made great strides in all fields, achieving many important achievements, contributing to the development of the agricultural sector. improve the material and spiritual life of the people.

Inheriting that important achievement, in the first 5 months of 2022, in the context of many difficulties and challenges, especially natural disasters and epidemics with complicated and unpredictable developments, the Agriculture sector continued to achieve outstanding results. positive results. All fields have quite high growth over the same period, of which the most prominent is the export of agricultural products in the first 5 months of 2022, reaching 23.2 billion USD, up 16.8%.

The main export agricultural products continued to maintain their positions and brands in the international market such as: the leading pepper exporter in the world, up 25.7%; coffee export ranked second in the world, reaching nearly 2 billion USD, up 54%; rice exports reached nearly 3 million tons, up 10.3%; vegetable and fruit export reached 1.47 billion USD; seafood export reached 4.79 billion USD, up 46.3%; wood product exports reached US$7.2 billion, up 6.9%... These are very encouraging results, continuing to affirm that agriculture has always been the backbone of the economy.

Besides the achievements, the Agriculture sector also has many limitations.

Our country's agriculture is characterized by very diverse and rich products such as rice, fruits, livestock products, aquatic products... but exporting faces many difficulties, especially in large markets. The market demands high quality. The main reason is that there are not many concentrated agricultural production areas with large scale, high technology, meeting the standards and conditions of the market. There are still many low-quality agricultural products, because production is still fragmented and spontaneous.

"As an agricultural country, we have not been able to take the initiative in important inputs for agricultural production such as plant and animal varieties, raw materials for the production of animal feed, fertilizers, agricultural materials, etc. . has greatly affected production costs", the Deputy Prime Minister stated.

According to statistics, 60% of raw materials for animal feed production must be imported. In 2021, import 22.3 million tons of feed materials, import value of nearly 10 billion USD, (including more than 10 million tons of corn, 5 million tons of soybean meal); fertilizer imports about 42% of demand, in 2021 about 4.54 million tons, worth 1.45 billion USD; mainly imported plant and animal breeds.

In addition, enterprises investing in the field of deep processing of agricultural products are still limited. Agricultural products, especially vegetables and fruits, are still mainly exported to China by unofficial channels. The situation of "good season with devaluation", the congestion of agricultural products for export at the northern border gates occurs regularly every year, causing many socio-economic losses.

5 solutions to create new impetus for the development of the agricultural industry

Agricultural production is developing strongly according to the trend of improving quality and added value, closely following the needs of the market, bringing into play regional, regional and local advantages, transforming the structure of crops and livestock; rate of processed agricultural products increased markedly. Consumption markets have been expanded both at home and abroad, agricultural exports have increased rapidly in terms of output, value and proportion of high quality products. Vietnam ranks 15th in the world, second in Southeast Asia in exporting agricultural products.

Facing opportunities and challenges in the development of the agricultural sector, the Deputy Prime Minister has clearly outlined 5 key solutions to bring agriculture to real take off.

Firstly, to renovate the organization of production and business in agriculture, from the stage of investment in research, selection and breeding to the planning and construction of standard raw material areas; forming large-scale agricultural production areas. Promote the application of science and technology to have clean and high-quality agricultural products to meet domestic consumption needs and especially to meet international standards for export.

Second, step up trade promotion, negotiate conditions on technical barriers and trade barriers so that agricultural products that have no market can soon be officially exported to major markets such as Europe, The US, China, etc., with the motto of diversifying products, diversifying markets, contributing to gradually reducing small-scale exports across the northern border, limiting the congestion of goods taking place at border gates. as in the past.

Third, there is a stronger mechanism to support credit, exempt and reduce fees, taxes... to attract businesses to invest in the production of agricultural materials and fertilizers, especially to encourage enterprises. invest in the agricultural product processing industry, overcome the surplus of seasonal agricultural products to support consumption and increase the value of products for farmers.

Fourth, review and assess the overall demand for raw materials for animal feed processing, thereby planning and building production areas to serve the feed industry, step by step self-sufficient in supply, reduce imports so as not to be too dependent on the world market, contributing to stabilizing and reducing input costs for agricultural production.

Fifth, focus on directing, summarizing and proposing amendments and supplements to the Land Law; formulating mechanisms and policies to promote land resources; to form and develop a market for land use rights in agriculture, creating conditions to support farmers in exploiting and effectively using land for agricultural production. Overcome the situation of people leaving their fields in some localities. Accelerate the implementation of 3 National Target Programs according to the Resolution of the National Assembly.

Also at the questioning session on agricultural issues, the Minister of Planning and Investment Nguyen Chi Dung affirmed that, "never before has Vietnam's agriculture sector experienced such a strong development step as it is now".

From producing enough food to meet the needs of nearly 100 million people, to exporting nearly 50 billion USD/year, the appearance of the countryside has changed very quickly and people's lives have been greatly improved. pronounced.
