In which, especially the export of agricultural and forestry products grew by 15.8%; group of aquatic products increased by 12.4% over the same period in 2020.
Despite these difficulties, the agricultural sector still maintained its growth momentum as production value increased by 2.8%, contributing to ensuring food security in all situations. Many areas have achieved achievements such as announcing the successful production of commercial vaccines against African swine fever; exports reached 27.88 billion USD, the industry surplus doubled over the same period.
Contributing significantly to achieving the dual goals of import and export is the seafood industry. In the first 6 months of the year, seafood exports were 5.8 billion USD, up 40.8% over the same period. In the context of high gasoline prices, many countries around the world increasing protection, logistics costs are increased many times, and many supply chains are broken, the increase of seafood is reported by Director General Nguyen Van Viet. considered "encouraging".
Sharing more about this achievement, Director General of the General Department of Fisheries Tran Dinh Luan commented that forecasting and forecasting work has always been interested and implemented by the industry early. Right from the meetings at the end of 2021, the Directorate of Fisheries coordinated with VASEP, branches and localities to analyze and evaluate in detail the market supply and demand, in order to reserve output and soon implement plans plan to welcome in 2022.
"Within 6 months, the fisheries sector organized 9 conferences for many industries such as shrimp, pangasius, molluscs. With the attention of the leaders of the Ministry of Agriculture and Rural Development, we worked closely and directly. to each locality to make sure the production situation," Mr. Luan said.
Discussing the work of the last 6 months of the year, Director General Tran Dinh Luan said that the seafood industry will face many challenges in terms of the environment, the price of input materials, as well as the shortage of export materials.
Another issue highlighted by the head of the fisheries sector is the prevention of IUU, as well as the removal of the EC's yellow card. Mr. Luan said that in September 2022, the European Commission (EC) will send a delegation to inspect the field. Therefore, the General Department and 28 coastal provinces and cities need to have good coordination to end the situation of illegal or unreported fishing.
"Through discussions with the EC, your side highly appreciates Vietnam's control efforts. The Europeans have noted that the number of violations has decreased significantly. This is the basis for us to move towards stricter management. the issue of traceability of exploited seafood," said Mr. Luan.
Agreeing with the opinion of Director General Tran Dinh Luan, Chief of Office of the Ministry of Agriculture and Rural Development Le Van Thanh said that heads of units under the Ministry need to actively implement the Strategy for Sustainable Agriculture and Rural Development. , creating space for development in the last 6 months and the following years. Mr. Thanh said that the direction should be implemented comprehensively, from seasonal production, inspection of food hygiene and safety, as well as internal issues of each field.

In addition to the bright spots in the first 6 months of the year, the Director of the Planning Department Nguyen Van Viet also mentioned two shortcomings of the industry. Firstly, the disbursement rate of public investment capital in the first 6 months of the year reached 26%; about 10% lower than the same period in 2021.
The total capital plan for 2022 assigned by the Ministry of Agriculture and Rural Development is VND 6,438 billion; in which, domestic capital (including government bond capital) is 4,538 billion VND, ODA capital is 1,900 billion VND. According to Mr. Viet, the disbursement speed of the Ministry of Agriculture and Rural Development is currently ranked 10th in the country, and it is necessary to speed up this issue, in order to ensure the speed of economic recovery in the spirit of Directive 26 issued by the Prime Minister.
Second, the number of OCOP products increased by about 2,000 products, from 5,496 to 7,463, in just half a year. However, the number of additional products are mainly 3 stars and 4 stars - which are under the recognition authority of the People's Committees of the provinces and cities. In contrast, the number of 5-star products - assessed by the Central Committee - hardly increased, and remained at about 20 products.
Chief of Office of the Central New Rural Coordination Office Ngo Truong Son affirmed that 2,000 OCOP products that have just been recognized in the past 6 months meet the criteria set by the Government.
In order to strictly control and cross-validate the quality of OCOP products, the Ministry of Agriculture and Rural Development has planned to organize local inspection teams. The Ministry Inspector has made a report on this issue, preparing to submit it to the leaders of the Ministry of Agriculture and Rural Development, before sending a written urging to the locality and conducting a physical inspection.
Regarding the implementation of the work in the last 6 months of the year, Director General Nguyen Van Viet noted two areas: irrigation and natural disaster prevention, because this is the period when rain, storms and floods often occur, which can affect the organization. production organization. Another point is that it is necessary to thoroughly solve the problem of congestion of agricultural products at the border gate, sometimes 5,000 - 6,000 vehicles, affecting farmers.
Additional comments, Director of the Department of Crop Production Nguyen Nhu Cuong reiterated the issue of seasonality. Because the winter-spring crop is 7-10 days behind normal, the crop is also delayed, affecting the progress of planting winter crops - the key crop in many northern provinces.
Mr. Cuong also mentioned difficulties in the direction of citrus consumption in the northern provinces. Currently, some localities have encountered diseases such as yellow leaves, root rot, yellow leaves and green veins... affecting the productivity and output of fruits such as oranges, tangerines, pomelos and lemons.
Concluding the conference, Minister of Agriculture and Rural Development Le Minh Hoan advised the entire agricultural sector to change approach in orientation, development and planning of each field.
Recalling the story of many farmers who cried with the Minister, the commander of the agricultural sector said that a large number of people still think that the change in production direction will be slower than the change of the market. That is also the reason that many models of circular agriculture and ecological agriculture have not been able to spread widely.
"Converting thinking to an agricultural economy is a process. There, we need to move the whole agriculture industry, and at the same time help people raise awareness in all aspects. For example, saving material costs. Investment in investment does not have to wait until the price of materials is high to propagate, but needs to be formed right in the mind, from the moment you start doing it", the Minister pondered.

Deputy Minister Nguyen Hoang Hiep mentioned 4 key tasks that the agricultural sector needs to focus on in the last 6 months of 2022. First, focus on developing legal documents, including 6 Government Decrees, 1 Decision Decree of the Prime Minister, 15 Circulars of the Minister; 26 programs/projects, 44 National agricultural sector planning.
To handle this workload, Deputy Minister Hiep asked the units under the Ministry of Agriculture and Rural Development to strengthen coordination effectively, especially speeding up administrative procedures, institutions and policies. He also noted the improvement of the quality of local response documents, to avoid a lingering, protracted, unresolved problem.
Second, Deputy Minister Hiep proposed a plan to resolve concerns about the rapid increase in the number of OCOP products in the first 6 months of the year. According to the Deputy Minister, the number of products more or less is not as important as changing the approach. Instead of local rating the product (3 stars, 4 stars), or the central rating 5 stars, the leaders of the Ministry of Agriculture and Rural Development proposed for people, businesses, or third organizations to evaluate. for objectivity.
“We have talked a lot about transformation, product value enhancement, as well as farmer knowledge. However, the agricultural sector needs to evaluate based on reality. For example, the training does not necessarily go through the classroom, but can be from the daily work itself, or the mechanization of daily work, "said the Deputy Minister.
Third, is the issue of unit restructuring. Deputy Minister Nguyen Hoang Hiep informed that the Ministry of Home Affairs had basically agreed with the new organization and arrangement. Fourth, is the issue of disbursement of public investment. Leaders of the Ministry of Agriculture and Rural Development said that this rate is 10% lower than the same period in the same period in general, because in 2022, many new projects and plans will be implemented.
Deputy Minister Hiep also denied the information, that the disbursement speed of the Ministry of Agriculture and Rural Development is slow as some reflect. He also pledged that by the end of 2022, the disbursement progress of public investment will reach 100% and ODA capital will reach 80%.
Deputy Minister Phung Duc Tien paid special attention to the agricultural export value in the first 6 months of the year reaching 27.88 billion USD, up 13.9% over the same period. In which, the main group of agricultural products reached 11.37 billion USD, up 8.8%; main forest products 9.1 billion USD, up 3%; seafood 5.8 billion USD, up 40.8%.
“Export is the most accurate measure, the most accurate assessment of the effectiveness of agricultural restructuring. Exports have continuously increased in recent years, proving that the value and quality of agricultural products are increasing day by day, capable of conquering difficult markets. At the same time, the agricultural sector has been restructured in the right direction, going into depth as Minister Le Minh Hoan has just presented to the National Assembly," said Deputy Minister Tien.
The field that is highly appreciated by the leaders of the Ministry of Agriculture and Rural Development is fisheries. He emphasized, that the fisheries sector has organized in the right direction to increase farming, reduce fishing force. The increase of 7.4% in aquaculture in the first 6 months of 2022 is "spectacular", with an output of 2.27 million tons, of which fish is 1.55 million tons, up 6.5%; shrimp 448.4 thousand tons, up 11.3%.
At the same time, the seafood industry also actively expands farming objects, gradually meeting the requirements of many export markets such as seaweed, algae, molluscs.
Another area also mentioned by Deputy Minister Phung Duc Tien is animal husbandry. He considers this an area with a lot of room, contributing to 25.2% of GDP in the agricultural sector.
In addition to building biosafety breeding areas, this field also promotes digital transformation. Recently, the Ministry of Agriculture and Rural Development has built and implemented an information system and database of the livestock industry. Despite many difficulties, livestock production has gradually overcome problems with software, data, transmission lines, and information infrastructure to strive to become a growth pole in the agricultural industry.
"Despite the continuously increasing price of animal feed, I believe that livestock production in 2022 will meet and exceed the assigned target," said Deputy Minister Phung Duc Tien.
