CAMAU PRIORITIZES UPGRADING AND OPERATING DISASTER RESPONSE WORKS

In response to natural disasters, the two provinces of Ca Mau and Bac Lieu have invested in building, upgrading and repairing many key irrigation works.

Ca Mau prioritizes upgrading the sea dyke system
Ca Mau has invested in many key works in the past five years in response to climate change, in which priority is given to investment in the sea dyke route to prevent seawater from entering.
Mr. To Quoc Nam, Deputy Director of Ca Mau Department of Agriculture and Rural Development, said that Ca Mau has recently utilized capital sources from Central as well as other loans to continue to complete the dyke routes surrounding the East Sea and the West Sea to secure cultivation and the lives of locals. The province actively strengthens the embankments and irrigation dredging particularly for dyke routes inside the system of irrigation works in freshwater areas to create the lakeshore for on-site storage of rainwater in service of production.
From November 20th-23rd, 2021, in the communes of Thanh Tung, Tan Duc, Ngoc Chanh, Dam Doi district, Ca Mau, high tide inundated about 3.3km of embankment on Tram Xuyen canal, affecting 32 households. The broken 23m embankment damaged two shrimp square sluices, affected 3.5 ha2 of shrimp. The estimated total loss is approximately VND 66 million. However, with the current extreme climate conditions, in which the annual sea level rise (roughly 10cm/year) in the eastern districts of Ca Mau province, the locals’ fishery area has been greatly affected. Approximately 90,000 ha of productive land in ecological zones took heavy impacts every year. When the sea level rises, shrimp and fish in the pond will flow out accordingly, causing huge losses for farmers.
According to Mr. To Quoc Nam, in order to overcome this situation, Ca Mau has to strengthen large embankments for inland fields, dredge canals and ditches to create artificial embankments to prevent overflow. These irrigation works are mostly open systems that protect the ecological zone of mangroves. Ca Mau agricultural sector has planned this area without a closed system of sewers, instead each square of shrimp in the field has a very convenient drain gate.
Ca Mau has a coastline of more than 254 km, of which approximately 50 km of the West Sea dyke line is being repaired and reinforced, while 100 km of the East Sea dyke line has yet received investment for upgrades and repair.

According to Mr. Ngo Nguyen Phong, Deputy Director of the Management Board of Investment Projects for Agriculture and Rural Development Works in Bac Lieu, the unit has recently invested in the construction of 24 irrigation sluices (4 large sluices and 20 small sluices) to ensure that the disaster prevention activities are effective. Three large sluices have been completed and put into operation, which are Nha Mat, Cai Cung and Huyen Ke sluices.
After being put into operation, the works have well demonstrated their expected efficiency. Nha Mat sluice has effectively helped Bac Lieu city reduce flooding since its operation. The shrimp squares are no longer as flooded as before, and the daily life of locals is now secured.
Apart from the mentioned 4 large works, the 20 small sluices were under construction using many other capital sources. They will, upon completion, contribute to actively protecting the production of farmers in Bac Lieu along with these 4 large works.
In order to proactively respond to high tides appearing in the remaining months of 2021 and early 2022 in Bac Lieu, the Bac Lieu Commanding Committee for Natural Disaster Prevention and Control - Search and Rescue recommends that Bac Lieu Urban Service Center reviews the entire system of sluice gates along the two banks of the Bac Lieu - Ca Mau river in Bac Lieu city area. If it is found that the sluice valves are not guaranteed to prevent high tide, prompt repair measures need to be taken to prevent high tides from flooding the inner city of Bac Lieu. The ditches and drainage manholes system in the inner-city roads needs inspection and dredging to ensure water drainage when heavy rain occurs.
