Vietnam's goal is that by 2030, the GDP growth rate of the agricultural sector will reach 3% per year, agricultural labor productivity will increase by 5.5-6% per year, and over 90% of communes will reach new rural areas of which 50% of communes achieved the newly-advanced rural area. Vision to 2045, farmers and rural residents are civilized, comprehensively developed, and have high income. Ecological agriculture produces goods on a large scale, with high added value, closely linked with domestic and foreign markets. Over the past years, Vietnam's agriculture sector has been restructured towards modernity, achieving many important results in both scale and production level, firmly ensuring national food security and strongly increasing exports.

In the period 2008-2020, the GDP growth rate of the agriculture sector is more than 3%/year. Agricultural labor productivity reached nearly 56 million VND/person; 4 times higher than 2008. The scale of agricultural exports increased rapidly, in 2020 reaching a turnover of 42.34 billion USD, present in 196 countries and territories and in 10 products with export turnover of over 1 billion USD, there are only 3 agricultural products.

In addition, industry and services in rural areas develop rapidly, contributing to job creation and income improvement for rural people. The training of rural laborers, the transfer and application of science and technology to agricultural production have been focused, the productivity of crops and livestock has been improved, and the income of rural people has been increased markedly.

In addition, the Party and State renewed the system of mechanisms and policies, mobilized great resources for agricultural and rural development. Total investment capital from the state budget for agriculture and rural areas in the 2008-2020 period is VND 1,567 trillion. Credit for agriculture and rural areas increased by an average of nearly 18.6% per year, higher than the overall credit growth of the economy.

However, in the implementation of the Resolution on agriculture, farmers and rural areas still have a number of limitations that need to be overcome, such as unsustainable agricultural development, low labor productivity, and poor rural development. The connection between rural and urban areas is still weak, the infrastructure has not met the needs of development, the level of science and technology in some areas is still low, the income of most farmers is still low precarious, in some places the poverty rate is still high…

Especially, there are 5 provinces and cities that have completed the construction of new rural areas, namely Dong Nai, Nam Dinh, Hai Duong, Ha Nam, and Hung Yen.
