On May 31, the Ministry of Agriculture and Rural Development held a conference to summarize the support for the implementation of the Sustainable Agriculture Transformation Project in Vietnam (VnSAT Project).
According to the Management Board of Agricultural Projects (MARD), after nearly 7 years of implementation, the VnSAT Project has reviewed projects on restructuring sectors and sub-sectors, thematic plans, and service policies. restructuring, contributing to strengthening institutional capacity to support the implementation of restructuring for agencies and units under the Ministry of Agriculture and Rural Development, provinces participating in the Project, partners and networks in the value chain.
The beneficiaries from the implementation of the Project and these policies are 19,200 cooperatives (cooperatives) and unions of cooperatives; 14,000 agricultural enterprises and more than 16 million farming households (accounting for 62.9% of the country's population).
The project has supported and created favorable conditions for the districts, communes and farmer households to participate in training on the technical process " 3 decrease, 3 increase " "1 must 5 decrease" in rice production with a total of more than 262,200 turns participants in 8 provinces in the Mekong Delta. Training on sustainable coffee farming and coffee re-cultivation for a total of more than 84,400 participants, and seminars for 39,200 participants. In 5 provinces of the Central Highlands, 81.85% of farmers have successfully applied their trained knowledge into production practice.
The project supported the establishment and strengthening of farmer organizations. Specifically, in 8 provinces in the Mekong Delta, the project has supported 308 farmer organizations, including 265 cooperatives and 43 cooperative groups (far beyond the project's target of 148 cooperative groups).
In 5 provinces of the Central Highlands, the project has supported 202 cooperatives and cooperative groups, including 93 cooperatives and 109 cooperative groups (far beyond the project target of 162 cooperatives and cooperative groups). In addition, cooperatives and cooperative groups have been supported to build 75 warehouses (more than 51,200 m2), more than 20,800 m2 of houses covering dryers, more than 34,000 m2 of coffee drying yards, 27 rice dryers, 58 coffee dryers coffee, 19 straw rolling machines, 12 rice transplanting machines. The project's supports in terms of equipment and infrastructure have been effectively put into operation by farmer organizations.
The project has supported the construction, upgrading and putting into use of 876 km of rural roads, 26 km of canals, 47 km of connecting electricity lines for 72 electric pumping stations and 73 transformer stations. These public investment works have contributed to changing the essential infrastructure for localities to build new countryside.
In addition, supporting certification of standards for 51 coffee seed nurseries ; upgrade 32 coffee seed nurseries (11 state nurseries and 21 private nurseries); deployed 316 models of economical irrigation (including 110 drip irrigation models and 206 sprinkler irrigation models at the base).
The credit component has completed disbursing 100% of the allocated credit capital of 105 million USD (equivalent to 2,413.56 billion VND). For Component C, there are more than 5,500 loans from farmers who grow and care for replanted coffee in 5 Central Highlands provinces with a total area of more than 11,800 ha.
Activities on promotion, chain linkage, communication, especially safety policy activities (settlement, environment, gender, ethnic minorities) as well as operational activities in project management. Projects such as bidding, financial management, audit, evaluation, supervision, selection and use of consultants (individuals and firms)... were well implemented and met the set requirements.
Increase profits by trillions of dong
According to Mr. Le Van Hien, Head of the Management Board of Agricultural Projects, the VnSAT project has had a very strong impact on reviewing policies and implementing effective restructuring of the agricultural sector. Specifically, there were 14 projects of the sector, 6 sub-sectors and 7 pilot provinces were reviewed along with a series of revised and supplemented mechanisms and policies, helping the restructuring process to be effective and synchronized. from central to local.
Regarding the impact and effectiveness of training on advanced rice farming procedures in the Mekong Delta , thanks to the correct application of trained technical measures, profits increased per hectare of rice cultivation of households participating in the Project. In the winter-spring crop 2021 - 2022, it is 7 million VND/ha higher than before participating in the project. If calculating for 175 thousand hectares of rice with the correct application of the project's process, the increased profit is 1,330 billion VND.
On the impact and effectiveness of training on advanced coffee farming processes in the Central Highlands: Increased profit per hectare of coffee farmers participating in the Project in crop year 2021 is higher than before participating in the Project is 21.7% (equivalent to 10.9 million VND/ha), 19.1% higher than households not participating in the Project (equivalent to 9.7 million VND/ha). If calculating for more than 49,000 hectares of coffee, applying the correct process of the Project, the increased profit per crop is 476 billion VND.
Besides, the VnSAT project also has a positive impact on the construction and upgrading of cooperative groups and cooperatives; improve infrastructure for processing and post-harvest processing, helping to increase the value of agricultural products, creating jobs and increasing incomes for farmers.
In addition, the infrastructure system (transportation, irrigation, electricity) serving agricultural production and daily life has been upgraded, facilitating the application of better technical advances, improving productivity and quality. product. Links between production areas, inter-district and provincial transport connections have created favorable conditions to attract businesses to invest. The project's credit capital is effectively used for coffee replanting and rice processing factory upgrading, chain link development and product branding...
Maintain and maximize the effectiveness of the Project
Speaking at the conference, Deputy Minister of Agriculture and Rural Development Le Quoc Doanh expressed his pleasure that the VnSAT Project has overcome difficulties and challenges and achieved remarkable results.
“This is the first time the farming sector has had an ODA project with a large investment capital. However, project management boards in localities are still young and have not much experience. The two crops selected for implementation in the Project are rice and coffee, and at the time of project implementation, there were many problems.
When coffee trees are replanted, the death rate will increase there, because most of the area is old, while intensive farming is carried out, using a lot of fertilizers, chemical pesticides... Besides That is, this is a complex project with many different components and types. But up to now, the project has overcome difficulties in an impressive way”, emphasized Deputy Minister Le Quoc Doanh.
According to Deputy Minister Le Quoc Doanh, the success of the project also lies in the fact that right from the beginning of the project, it has been built, designed correctly and on the right track. On the basis of inheriting the achievements that the rice and coffee industry has achieved, the contents of the project's components are implemented accurately, close to reality, scientifically built at all levels from low to high. .
However, Deputy Minister Le Quoc Doanh also noted to the VnSAT Project Management Board that the statistics are not only included in reports but must be analyzed, explained, and learned lessons learned for all. all participating units, for each industry, each locality.
In the coming time, the view of the Ministry of Agriculture and Rural Development is to continue to maintain and promote the results that the project has achieved. Therefore, the relevant agencies of the Ministry of Agriculture and Rural Development need to closely follow, promptly support and guide localities on problems with lack of experience.
On the part of localities, in addition to maintaining the existing achievements, it is necessary to actively develop and replicate to spread the effectiveness of the Project, towards sustainable development.
“The actual effectiveness of the project has been proven, people have rich experience, in addition to more than 100 investment components, there is no reason for localities not to continue to maintain and perform well. ". Deputy Minister Le Quoc Doanh emphasized.
Deputy Minister Le Quoc Doanh also noted the localities: For the two industries of coffee and rice, the productivity of these two crops has "reached the threshold". Therefore, the only way to improve competitiveness and production efficiency is to improve quality and reduce production costs. In particular, it is necessary to reduce varieties and fertilize in a balanced, reasonable and effective manner..., especially in the context of the current rising input prices.
