Turning Vietnam into the world's top 10 agricultural processing center

Deputy Prime Minister Le Van Thanh has just signed Decision No. 858/QD-TTg approving the Strategy for the development of mechanization of agriculture and agro-forestry-fishery processing by 2030 with the goal of developing modern agricultural product processing, effective and sustainable, meeting the needs and regulations of the consumer market; strive to turn Vietnam into an agricultural product processing center ranked in the top 10 countries in the world by 2030.

The strategy sets specific targets on agricultural mechanization for each field, production of key crops reaching over 90% by 2025, synchronous mechanization reaching over 70% by 2030; livestock and poultry production will reach over 80% by 2025, synchronous mechanization will reach over 60% by 2030; mechanization of aquaculture production will reach over 70% by 2025, over 90% by 2030; catching and preserving on fishing vessels will reach 85% by 2025 and over 95% by 2030.

Regarding the development of processing and preserving agricultural products, the Strategy sets a target that the value-added growth rate of the agricultural product processing industry will reach over 8%/year by 2025 and 10%/year by 2030; over 70% of key agricultural product processing and preservation establishments have average advanced technology and capacity; post-harvest losses of key agricultural products decreased from 0.5% to 1.0%/year; 60% of the export value of key agricultural products is processed products.

In addition, the goal of the Strategy is to form a number of modern agricultural product processing corporations and enterprises with economic potential and management level on a world-class level; agricultural product processing industrial clusters associated with the development of concentrated raw material production areas that are synchronously mechanized and connected to the consumption of agricultural products.

Encourage and facilitate land accumulation

The solution to implement the Strategy is to perfect institutions and policies, in which, to perfect policies and laws on land in the direction of encouraging and facilitating land accumulation and coordination mechanism among sectors. Local authorities in the organization of agricultural production of large commodities are synchronously mechanized, connected to clusters of processing industries and consumption markets, suitable to the conditions of each region and commodity industry.

Another solution mentioned is to research and develop policies to promote the socialization of research, transfer and application of scientific and technical advances to agricultural mechanization and processing of agricultural products; supporting policies to improve the quality of human resources for labor and management in service of agricultural mechanization and processing of agricultural products.

In addition, the Strategy also proposes solutions to accelerate the implementation of credit policies for agricultural and rural development and supportive credit policies to develop agricultural mechanization and agricultural product processing, develop models of centers and clusters linking production, processing, preservation and consumption of agricultural products associated with concentrated raw material areas; review and propose amendments to tax incentives for agricultural product processing and agricultural machinery, equipment and technology when amending the Tax Law.

Develop 3 groups of products that are mechanized synchronously, suitable to the advantages of each region

Another solution of the Strategy is to develop agricultural and rural infrastructure; agricultural production organization.

Specifically, the reorganization of concentrated agricultural production areas in the direction of developing 3 groups of products (national key products, provincial key products and local specialties) are mechanizedly synchronized, suitable to the advantages of each region, ensuring sufficient supply of raw materials and connecting with agricultural product processing zones and agricultural commercial services.

At the same time, the Strategy also aims to innovate and develop appropriate forms of production organization in the direction of improving the capacity and role of farmer's cooperative organizations, promoting land concentration, increasing production capacity, and increasing production capacity, creating favorable conditions for the application of mechanization and the development of agricultural product processing; develop cooperative organizations, research centers, transfer science and technology and trade in agricultural mechanization services; promote cooperation and association in production, processing and consumption of agricultural products, in which enterprises play the role of "pillars" of the value chain.

Clusters of association of agricultural production-processing-consumption need to be mechanized synchronously in concentrated agricultural production areas; focus on developing processing and preservation enterprises with sufficient capital, technology and consumption market capacity to lead the value chain of agricultural products, operating smoothly and effectively; encouraging the development of clusters as the driving force of regions.
