The second content is that a number of people came to the headquarters of the Hai Phong City People's Committee to gather people, causing disorder, and then some people without uniforms and uniforms brought them to the police headquarters.
The Chairman of Hai Phong City People's Committee affirmed that up to now, households have not submitted any legal documents to show their legal rights to raise clams in the above-mentioned area.
Meanwhile, the authorities have determined that the clam farming households violate the law, do not have the permission of the competent authority, and obstruct the use of land of sand mines as well as the operation of state agencies. .
Therefore, Hai Phong city will continue to direct districts to relocate clam farming households out of sand mining areas.
Hai An district and Kien Thuy district soon completed the file of sanctioning administrative violations in accordance with the law, in which the remedy was to move the clam farming yards out of the area.
In case the households disagree, Hai Phong City must take tough measures to relocate in accordance with the law.
"If people do not understand, the authorities will issue an administrative sanction decision, with the condition that clam farming is removed from the licensed sand mining area."
With the second recommendation, the Chairman of Hai Phong People's Committee assigned the police force to investigate and clarify.
In the spirit of openness and frankness, the Chairman of Hai Phong City People's Committee also suggested that people, if they do not find it satisfactory, they can completely sue in court. If people make mistakes, they must comply with the contents of the issued administrative documents.
At the same time, it is requested that the Hai Phong City People's Committee Office quickly make a written response to 15 complaints of clam farmers and publicly and widely inform the public.
According to research, currently, in Hai Phong, there are nearly 300 clam farming households in the sea area with a total area of about 7,000 ha, of which the area of dispute with sand mining (9 mines) is about 550 ha.
These disputes lead to many consequences, causing insecurity and disorder, on the other hand, leading to illegal sand mining and loss of resources.
