The overall goal is that by 2030, farmers and rural residents will have an increasingly high standard of living, material and spiritual life, and master the process of agricultural and rural development. Agriculture develops quickly, sustainably, effectively, firmly ensuring national food security, increasing the production scale of agricultural products, ensuring ecological environment, adapting to climate change...
In order to achieve the above goal, the Resolution sets out many tasks and solutions, in which focusing on innovating and improving the quality and efficiency of information, propaganda, education and training work, contributing to improving the quality of information and communication. raise awareness, capacity, qualifications and education for farmers and rural residents to innovate, create and apply science and technology in production, preservation, processing, consumption of agricultural products, making rich from agriculture and rural areas.
Accelerate the process of restructuring agricultural laborers to work in the industrial and service sectors; promote rural economic development, create many local jobs, raise income for rural residents; attract highly qualified laborers to work in rural areas.
Along with that, promote the accumulation and concentration of land; develop agriculture in the direction of modernity, concentrated commodity cultivation, large-scale, ensure food safety on the basis of application of advanced science and technology, digital transformation, mechanization, and automation. chemical; closely associate agriculture with industry, services, production with preservation, processing and consumption of agricultural products. Regarding the management and use of rice land, the Resolution requires the renewal of management policies towards flexibility and efficiency; converting inefficient rice land to more efficient production of crops and livestock; strictly protect the land fund specialized in rice, annually produce at least 35 million tons of rice to ensure national food security.
To strongly develop industry in rural areas, especially agricultural product processing industry, equipment manufacturing industry, machinery and materials for agriculture. Invest in the development of industrial clusters and craft villages in accordance with local planning and specific conditions; create a favorable business environment to attract all economic sectors to invest in agriculture and rural areas, form large-scale enterprises producing and trading agricultural products; create many local jobs, increase income for rural workers
For the agricultural product market, the Resolution requires focusing on developing the domestic market, proactively exploiting effectively opportunities from Free Trade Agreements (FTAs), stabilizing traditional markets, opening expand and diversify export markets, avoiding dependence on a few markets.
In particular, the Resolution requires a radical solution to effectively and promptly overcome the difficult situation of consumption and congestion of agricultural products exported across the border. Shifting sharply from unofficial export to official export; urgently build distribution centers, goods transshipment, warehouse systems, storage facilities, diversify modes of transport.
Some specific goals until 2030
- GDP growth rate of agriculture sector reaches 3%/year
- The growth rate of industry and rural services reaches over 10%/year.
- The number of communes meeting the new rural standard is over 90%, of which 50% of the communes meet the newly enhanced rural standard.
- The average income of rural people in 2030 strives to increase by 2.5 - 3 times compared to 2020.
- The rate of rural households using clean water according to standards reaches 80%.
- The proportion of agricultural laborers in total social labor is less than 20%; On average, annual vocational training for about 1.5 million rural workers.
- Forest coverage rate is stable at 42%; the rate of rural daily-life solid waste collected and treated according to regulations is 90%.
